Driving economic growth through ingredient manufacturing and food processing

Canada stands at a pivotal moment. Faced with economic uncertainty, declining productivity and shifting global trade, we must choose not just to adapt, but to lead. One of our most powerful tools is right in front of us: Canada’s plant-based ingredient manufacturing and food processing sector.

This is not just an agricultural opportunity—it’s a nation-building one. With the right investments, infrastructure, and policy support, this sector can unlock $25 billion in annual GDP growth, while creating thousands of high-quality jobs, strengthening food security and supply chains, and positioning Canada as a global leader in sustainable agri-food production.

In 2024–25, Protein Industries Canada continued to drive this transformation forward. Fourteen new projects were approved across all program streams, accelerating innovation and commercial development across the value chain, from improved crop genetics and ingredient processing to digital tools and market expansion.

To help chart this path forward, we released The Road to $25 Billion: Stats and Policy Initiatives—a roadmap that turns aspiration into action. This document outlines key levers government and industry can pull together to realize Canada’s value-added potential, including:

  • Improved access to capital and investment incentives to make Canada a more attractive place to scale;
  • Modernized, agile regulations that enable innovation and global competitiveness;
  • Market access strategies and offtake support to unlock domestic and international demand; and
  • Critical infrastructure investments to bridge the gap between pilot scale and commercial capacity.

Together, these priorities represent a bold, practical agenda for economic transformation.

Over the next year, Protein Industries Canada will continue to lead the charge by bringing together partners, investing in innovation and advocating for the policy changes needed to scale our sector. Achieving this vision means turning Canadian crops into high-value products, helping our farmers, entrepreneurs, and researchers lead on the world stage.
